With reference to Sir Thomas

Southorn's confidential despatch of

(2/53669/35) the 4th September last regarding the

compilation of a history of Hong Kong

by Mr. W. L. Handyside, I have etc. to

addressed transmit to you a copy of a letter to Mr.

Handyside, setting out the facilities

which have been obtained for him to

examine the records of the Admiralty,

War Office, and the Foreign Office. Mr.

Handyside is also being put in touch with

scholars whose advice and experience may be

useful to him.

In view of the fact that this

work may be expected to have to deal

with difficult and controversial questions

of

of historic interest, I think it

inadvisable that it should be published

as a Government production, if that course

has been contemplated. It would be

preferable, in my opinion, that Mr. Handyside

should be regarded as sole and responsible

author of his book. I note, with reference

to paragraph 4 of Sir Thomas Southorn's

despatch No. 497 that it has been agreed to give

497,

support from public funds to the production of

the book, and I have no objection to such

assistance being granted. But in view of the

consideration mentioned above, I would suggest

it might suitably take the form of

that this would best be done by granting Mr.

Handyside extension of his present and subsequent

leaves with full salary; and possibly some also of

financial assistance in other forms, including

the guaranteed purchase of a specified number

of copies of the work, as well as facilities for

the study of official records, in order to enable

him to complete his work.

closed period which are also preserved at
